Meeting Minutes-Draft Laurel Park Neighborhood Association Board Tuesday May 8, 2007 A regular board meeting, held at 2198 Main Street, was called to order by LPNA Board President, Deb Dart, at 6:30 PM.

Tuesday May 8, 2007
A regular board meeting, held at 2198 Main Street, was called to order by LPNA Board President, Deb Dart, at 6:30 PM.
Members attending: Deb Dart, Suzy Hagglund, Chris Jaensch, Kasy Kane, Dick Sheldon, Betsy Sublette, Barbara Southard.
Members absent Kate Lowman, Mike Shade.
Guests: Katherine Rodgers, LP Resident
Agenda:
1. Minutes of April 10, 2007 General Meeting, were provided to board via email prior to meeting. No changes were recommended. A motion was made by Barbara Southard to approve minutes as distributed. It was seconded by Chris Jaensch and carried unanimously.
2. Betsy Sublette gave Treasurer's report
  • Current checking account balance: $1395.22
  • Credits: $380.00 (Membership), $70.00 ("Tunes" donations), $80.00 (advertising)= total $530.00
  • Debits: $600.00 (Tunes in the Park Bands), $10.61 (office supplies Suzy Hagglund) = total $ 610.61
A motion was made by Suzy Hagglund to accept treasurer's report. It was seconded by Kasy Kane and passed unanimously.
3. No membership report was given as Mike Shade was absent.
  • Board noted amount of memberships renewed and those collected at Tunes event.
  • Deb Dart stated there are currently 60 active (paid) members.
  • Deb stated two LP residents who have offered to help increase membership, Jolie McInnis and Jude Levy. Jude offered to speak to all renters about the advantages of LP association membership.
4. Newsletter / Communications discussion.
  • Chris Jaensch gave an overview of the articles he planned to include in next newsletter,
  • Next newsletter to be published approximately end of June.
  • Chris gave deadline for articles as June 15.
  • Several board members will forward information, such as Suzy will send information about phone pole project.
  • Board still looking for someone to take on web site responsibilities when Chris leaves.
  • Board agreed to continue looking for someone to replace Chris after he leaves end of June
  • Laurel Park communication group emails and email update list responsibilities will be taken over by Suzy Hagglund.
  • Board agreed that individual’s email addresses would be guarded and not used outside the context of sending periodic updates.
  • Board discussed frequency of issuing email updates and decided to keep on an ad/hoc basis.
  • Deb suggested the email updates include events sent out by neighborhood partnership office.
5. No CCNA report this month because no one available to represent LP at CCNA meeting.
 
6. City Liaison Update
  • Dick Sheldon stated he felt better relationships with commissioners following election.
  • This stimulated discussion regarding issue of "improvements" city ordered on Rawls Av, April 23rd.
  • By ordering a 40’ "V" drain to be installed south of Kanaya, city engineering department violated city commission’s direction on November 6, 2006 to make no changes to Rawls.
  • Engineering action was a response to one resident’s threat of legal action.
  • None of the commissioners stepped forward to support earlier policy during the destruction.
7. Brick Street Plan update.
  • The board discussed a resolution drafted by Deb Dart outlining the goal to preserve the streetscapes until a final brick street plan and process is adopted by the city.
  • Following the recent Rawls Avenue destruction, the board discussed action to take to prevent further destruction.
  • Chris Jaensch made a motion that the LPNA meet with the new commission to bring about the new resolution. This was seconded by Kasy Kane and carried unanimously by the board.
  • Deb Dart distributed copies of the draft brick street plan and policy that was given to the city engineer in February
  • It has never been submitted to the city commission, adopted by the city, and meetings keep getting rescheduled.
  • Deb suggested some changes to the draft plan.
  • Deb showed photos of Lake Eola Heights, a historic Orlando neighborhood, that has preserved their brick streets.
  • Deb pointed out that Lake Eola’s streets repairs are made with asphalt patches, old brick and new brick. The board agreed this is a nice way to preserve the chronology of the neighborhood and brick at the same time.
  • Deb showed pictures of driveways in LP, some leave the sidewalk intact, others use the same paving material for the sidewalk and the driveway. The board discussed the drawbacks of removing sidewalks to pave driveways all the way to the street, such as parking on sidewalks creating problems for pedestrians.
  • The board agreed the brick street plan and policy should be updated to require that new driveway construction clearly distinguish sidewalks to preserve the historic rectilinear grid pattern and encourage pedestrian safety.
  • Deb talked about letters she has sent to Woman’s Exchange and Michael Saunders outlining our desire to preserve our existing brick streets and asking for support.
8. Upcoming tours of the Neighborhood
  • 3 tours are scheduled
  • May 18, Florida Trust for Historic Preservation visit will tour 2 buildings-Melody’s and Betsy Sublette’s home.
  • May 19, another Florida Trust for Historic Preservation visit will present plaques to homes that have received historic designation throughout the county; this includes the Dart’s residence.
  • June 15, State Neighborhoods conference will tour LP and Towles Court from 10:00 AM – 1:30 PM via trolley.
  • Deb suggested we notify residents via signs and email update since the newsletter will not be distributed till after. Chris agreed to issue email update to inform residents of upcoming tours
9. Tunes in the Park
  • No more grant money available for next Tunes in the park.
  • Board discussed alternative funding ideas including finding a sponsor for $500
10. Replacement of neighborhood sign at north end of Osprey Avenue
  • City slated to replace in May.
  • In October, LP can submit another grant to the city for additional signs on borders of neighborhood.
11. Redevelopment Projects – Land of Neglect
  • Land cleared for several developments that have not begun including Devonshire, Valencia, M. Saunders, and Atrium; causing significant problems for LP.
  • Deb explained silt fences are responsibility of Engineering department and garbage and weeds are responsibility of code enforcement.
12. Grants
  • Board discussed when Kate Lowman returns from vacation that she can begin researching and writing grants.
13. New board member
  • With Chris Jaench resignation effective June 1st, board discussed possible replacements.
  • Kate Lowman has already volunteered to replace newsletter editor position.
  • Still need someone capable of web site maintenance.
  • Chris to meet with Deb to overview web site.
14. Board Member jobs
  • Board discussed various committees and how to get other residents, besides the board members, to help with various responsibilities.
15. D&O Insurance
  • Deb and Suzy have provided information to insurer to obtain a quote.
  • Deb said other associations in city who had this type of insurance were business related rather than residential.
16. June meeting date
  • Next meeting date will be June 5 @ 6:30 PM.
  • Chris’s office 2198 Main St.
17. Some suggested by laws changes the board discussed were.
  • Adding a membership category "Friends of Laurel Park" for individuals living nearby, but not inside LP neighborhood boundaries. These would be nonvoting members, receive the newsletter and LP updates, and pay a $25.00 yearly fee. Chris agreed to work on language for this.
  • Staggered terms for officers to retain continuity in board, rather than putting entire responsibility on past president. Deb said she would review this further and come back to the board with more information.
18. Chris Jaensch brought up issue about dog owners not using leashes in park.
  • Chris’s dog was attacked by an unleashed dog in the park.
  • Chris will address this in the next newsletter.
